There are numerous free-ranging
dogs in Greece and the few refuges are crammed full. Many Greeks and foreign
residents have already adopted one or more stray dogs or puppies. One cannot
expect they take a few more. Luckily, it happens regularly that dog-loving tourists
see or find a puppy or a dog they want to adopt and to take home, but often
they are unaware of the costs and difficulties involved. I’d like to explain
them what they have to do. We will only consider traveling inside
Europe, EU or not (Norway, f.i.). Traveling to another continent takes much more time and money and paperwork.
You'll find puppies in a cardbox at the entrance of a supermarket or wandering around and you'll see adult dogs everywhere, either free-ranging, either attached to a rope or chain to a tree. Be careful! A stray puppy doesn’t belong to anyone, most of the time, but it could belong to someone of a nearby house. Never take a puppy or a dog away from a garden or from an olive grove! It’s violation of property and theft! On the contrary, an adult dog with a collar doesn’t mean it still belongs to someone; it could have been discarded.
DO NOT REMOVE A DOG FROM ITS ENVIRONMENT IF YOU DON'T WANT TO ADOPT IT!!! YOU'LL END UP WITH AN ANIMAL THAT YOU ARE GOING TO ABANDON WHEN YOU'RE RETURNING BACK HOME AND YOU WILL NOT FIND ANYONE WANTING TO TAKE CARE OF IT.
Let’s suppose you see or find a puppy or an adult dog you want to rescue and adopt. These are the necessary steps to follow:

RESCUE AND ADOPT IT!
RESCUE AND TAKE THE RESPONSABILITY TO REHOME IT!
IF NOT, LEAVE IT!
